नेशनल मेडिकल कमीशन (NMC) और क्वालिटी काउंसिल ऑफ इंडिया (QCI) ने एक महत्वपूर्ण करार पर हस्ताक्षर किए हैं, जिसके अनुसार अब से मेडिकल कॉलेजों की भी रैंकिंग होगी तय। इस करार के मुताबिक, देश के सभी मेडिकल कॉलेजों का NAAC के जैसे मूल्यांकन (एक्रिडिएशन) किया जाएगा इसके बाद सभी की रैंकिंग तय होगी। इस बारे में नेशनल मेडिकल कमीशन (NMC) और क्वालिटी काउंसिल ऑफ इंडिया (QCI) द्वारा मेडिकल कॉलेजों की एक्रिडिएशन और रैंकिंग के लिए दिशा-निर्देश जारी किया गया है। हाल ही में एनएमसी ने क्यूसीआई के साथ एक एएमयू किया है। इसके तहत मेडिकल कॉलेजों में बेहतर क्वालिटी की जिम्मेदारी क्यूसीआई को सौंपी गई है। इसके बाद क्यूसीआई ने मेडिकल इवैल्यूएशन व रेटिंग बोर्ड (एमईआरबी) के साथ करार किया है। इस करार के जरिए मेडिकल कॉलेजों में एजुकेशन की क्वालिटी को बेहतर करने पर काम किया जाएगा।
मसौदे में इतने मापदंड दिए गए हैं:
- नए मसौदे में 11 क्राइटेरिया तैयार किए गए हैं।
- इसे 92 खंडों में बांटा गया है, इसी के आधार पर मेडिकल कॉलेज को रैंकिंग मिलेगी।
- इसमें करिकुलम के 7%, प्रैक्टिकल और हैंड्स-ऑन क्लिनिकल अनुभव के 16%, एकेडमिक एनवायरनमेंट, फिजिकल, साइकोलॉजिकल और ऑक्यूपेशनल के 10%, ह्यूमन रिसोर्सेस और टीचिंग-लर्निंग प्रोसेस के 16%, छात्रों के एडमिशन के 13%, असेस्मेंट पॉलिसी के 2%, रिसर्च आउटपुट के 10%, कम्यूनिटी आउटरीच प्रोग्राम के 5%, क्वालिटी एश्युरेंस सिस्टम के 3%, और फीडबैक और स्टेकहोल्डर्स के 8% नंबर दिए जाएंगे।
कॉलेज 3 मुद्दों पर करेंगे फोकस:
- नए नियम के मुताबिक, कॉलेज आपस में बेस्ट प्रैक्टिस, इनोवेटिव टीचिंग के तरीके, और रिसर्च पर फोकस करेंगे।
- इसकी जानकारी वे दूसरे मेडिकल कॉलेजों से भी साझा करेंगे।
- अगर किसी कॉलेज ने गलत डॉक्यूमेंट्स के जरिए गुमराह करने की कोशिश की है, तो एआई से लैस सिस्टम के माध्यम से पता चल जाएगा, और इसका दंड में संबंधित मेडिकल कॉलेज को भुगतना होगा।
ग्रामीण परिवारों का रखना होगा ध्यान:
- इस मसौदे के मुताबिक, हर मेडिकल कॉलेज को अपने छात्रों के जरिए आसपास के परिवारों की देखभाल करनी होगी।
- सभी को 3 साल तक इन परिवारों की सेवा करनी पड़ेगी।
- इस अवधि में एनीमिया से लेकर किडनी, हार्ट, और टीबी जैसी बीमारियों का नि:शुल्क इलाज करना होगा।
- क्यूसीआई के मसौदे में मेडिकल शिक्षा और स्वास्थ्य सेवा के अलावा, ग्रामीण स्वास्थ्य को भी शामिल किया गया है।”

The National Medical Commission (NMC) and the Quality Council of India (QCI) have signed an important agreement, according to which the rankings of medical colleges will now be determined. Under this agreement, all medical colleges in the country will undergo accreditation similar to NAAC (National Assessment and Accreditation Council). After accreditation, the ranking of all medical colleges will be established. The NMC and QCI have issued guidelines for the accreditation and ranking of medical colleges. Recently, the NMC has collaborated with QCI, and the responsibility for ensuring better quality in medical colleges has been entrusted to QCI. Subsequently, QCI has entered into an agreement with the Medical Education and Rating Board (MERB) to work on improving the quality of education in medical colleges.
The agreement outlines several criteria:
- Eleven criteria have been prepared in the new agreement.
- These criteria are divided into 92 sections, based on which the ranking of medical colleges will be determined.
- The criteria include curriculum (7%), practical and hands-on clinical experience (16%), academic environment, physical, psychological, and occupational aspects (10%), human resources and the teaching-learning process (16%), admissions of students (13%), assessment policy (2%), research output (10%), community outreach programs (5%), quality assurance systems (3%), and feedback and stakeholder engagement (8%).
Colleges will focus on three main aspects:
- Under the new rules, colleges will focus on sharing best practices, innovative teaching methods, and research.
- They will share this information with other medical colleges.
- If any college attempts to deceive using incorrect documents, it will be detected through an AI-based system, and the respective medical college will be penalized.
Attention to Rural Families:
According to this proposal, each medical college will be responsible for providing healthcare services to the families in the surrounding areas through their students for a period of three years. During this time, they will provide free treatment for diseases ranging from anemia to kidney, heart, and tuberculosis, among others. In addition to medical education and healthcare services, the proposal also includes a focus on rural health.
